Conservation Commission Minutes 6/9/08
CONSERVATION COMMISSION
Town of Monterey, Massachusetts
                                                                        
MEETING DATE: 6/9/08
Present: Richard Andrus, Timothy Lovett, Christopher Blair and David Dempsey
The meeting convened at 6:00p.m.

Stevens Lake Homeowner’s Association, RDA - install cross culverts and gravel and grade Stevens Lake Road and Stevens Lake Way (R. Andrus is the project manager)
Joe Wilkinson of Wilkinson Excavating summarized the project for the Commission.  Janet Laudenslager of the Stevens Lake Homeowner’s Association was also present.  The Commission approved the project as a N-3, subject to the following condition: Hay bales at outflow of culvert as shown.

Levy, NOI #230-0247 – replace a single family home destroyed by fire (C. Blair is the project manager)
Marc Volk of Foresight Land Services summarized the proposed project.  The Commission approved the project as submitted.  Applicant is to call Chris Blair 72 hours prior to start.

For Discussion:
1.      Mail was reviewed.
2.      Minutes from 5.12.08 were approved as written.
3.      Marc Volk of Foresight Land Services informally discussed the proposed plans for the property known as the Blue Heron Landing.  The owners are looking to get rid of all of the apartments (demolishing down to the 1st floors) and consolidate the properties into 3 lots with a common driveway.  The current septic system would become a shared system and there are currently 3 separate wells.  Chris Blair noted that reduction in the density would be a good thing and that the biggest problem is the river work and the flood plain.
4.      The Commission reviewed the Gambone’s request for a Certificate of Compliance and noted that the applicant’s need to be present in order to receive this.  Chris Blair made a site visit and summarized his findings to the Commission.  The Commission asked that M. Noe pull the Commission files for Lombardo and Horowitz to review further as when this was originally submitted the person submitting it used these various names and there was some confusion as to the correct map and lot #’s being used.  The Board did not issue the Certificate of Compliance and is requesting an as-built sign off from the owner/representative.  A letter was written to the attorney that requested the Certificate of Compliance.
5.      The Commission did not issue a Certificate of Compliance as requested by Mr. Nault for his property on Northeast Cove Rd as there was not a representative present to answer the Board’s questions.
6.      The Commission reviewed documents that were left by Jon Schweitzer of Sandisfield for the Commission regarding a WPA project that is to take place in the Town of Sandisfield (but abuts Monterey).  The Commission did not have enough information and Mr. Schweitzer was not present to answer the Commission’s questions.  The Commission will hold onto the packet until a future meeting when more information is provided.  Rick Andrus also received a call at home from Mr. Schweitzer; he will call him and let him know what the Commission discussed.
7.      Bob Johnson of Elephant Rock Rd had requested to be on the agenda to discuss his special permit application that is currently before the Board but did not show to tonight’s meeting.
